How We Helped Generate Funding to Maintain Essential Library Services for the Clear Creek County Library District

BEFORE​

The Clear Creek County Library District faced significant challenges due to a substantial funding loss as a result of the decline in revenue from the Henderson Mine. This loss, approximately one-third of their total budget, severely hampered their ability to provide essential services to the community. The funding shortage, if it continued, would result in reduced operating hours, limited program offerings, and potential staff cuts, all of which impacted the residents they serve. To address this, Ballot Measure 6A was introduced, which would increase taxes by $327,000 annually in order to maintain library services. Passing the ballot measure would ensure that the Clear Creek County Libraries would remain a vibrant community hub, offering essential services for all.

AFTER​
In order to pass 6A, the Effct.org team, working alongside the Yes for Clear Creek Libraries campaign, launched targeted advertising across Facebook, Instagram, and SMS texting in the weeks leading up to the election. These campaigns emphasized how critical a well-funded library was to the community, and featured programs that would be supported through 6A’s additional funding. The Facebook and Instagram ads proved highly effective, generating 104,324 total impressions, 791 engagements, and 1,262 clicks. Furthermore, the campaign's efforts drove thousands of Clear Creek County residents to an engaging website where they could learn more about the ballot measure and how it supported Clear Creek County Libraries. Ultimately, the Yes for Clear Creek Libraries campaign successfully helped pass Ballot Measure 6A, securing essential funding for the Clear Creek County Library District. The measure garnered 3,788 YES votes, achieving a 33% margin of victory.

Recognizing the need to inform voters, we drove residents to the campaign’s website. This website was designed not only to inform Clear Creek County residents about the campaign and the importance of 6A, but also to inspire action on behalf of the campaign, thereby amplifying the campaign's reach and impact.

Targeted Text Messaging
To establish a direct line of communication with potential voters, we sent over 5,000 personalized text messages to Clear Creek County residents. Each message included a link to the campaign website, providing recipients with a convenient way to learn more about the campaign and the specific benefits of passing 6A.
